The challenge of economy remittance from primary model to innovative is one of the most important challenges on the current stage of the Russian Federation development. It is currently important for Tatarstan as well. Round-table meetings under the chairmanship of the president of the Republic of Tatarstan R.N. Minnikhanov, which were hold in 2010 and 2011 in Kazan, were dedicated to the issues of the Tatarstan oil industry innovative development. In this article the author analyses interrelations of the oil industry innovative process participants and proposes alternative solution for some problems on the basis of the strategic management theory, quantum-economic analysis methodology, «open innovations» business model and crowdsourcing creative combination.
